This IMO Model OPRC Level 1 Oil Spill Response training course is specifically designed for operational staff and first responders involved in oil spill response and preparedness. The course is a 5-day intensive program that combines theoretical learning with hands-on practical exercises, providing participants with the essential knowledge and skills to address oil and chemical spills in marine and coastal environments effectively.
The Energy training course is structured into various modules, which can be taught individually or in groups, each followed by relevant exercises, including classroom discussions, demonstrations, and real-life practice scenarios. The aim is to enhance the participants' understanding of the behavior of oil spills and provide them with the tools to respond effectively in spill situations.
The IMO Model Training Course on Oil Pollution Preparedness, Response and Co-operation (OPRC) Level 1 – First Responders training course objectives are divided into two main categories: knowledge objectives for the theoretical section and skills objectives for the practical training.
Each lesson has a clearly defined objective, outlining the specific skills and knowledge students will gain by the end of the session. The Enabling Objectives (EOs) specify the tasks students are expected to perform during the lesson. All objectives are measurable with clear indicators. In the practical exercise module (Module 4), the skills to be acquired by participants are clearly stated, along with the conditions under which the skills should be demonstrated.
Modular Training Approach
The selection of modules and their subject matter content in this course are designed to address the training needs of the target group. This means that the instructors - for each individual training course – may have to define in some detail the specific training needs of the specific target group. First responders’ tasks will vary to a considerable degree, depending on their designation (land or marine responders), experience, equipment available and the prevailing conditions in the local environment. First responders in, for example, the Baltic States operating at high sea state during winter will have very different training needs from South East Asian responders protecting fish farms or mangrove areas under tropical conditions.
The selection of relevant modules and exercises, their sequence and any additional supporting references and materials to fit the agreed needs of a target group will have to be determined by the instructors in close collaboration with the client and the host country organization.
